Anti-LGBTQ+ Bill Set for First Reading in Parliament – Speaker Bagbin Announces

The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has confirmed that the contentious Human Sexual Rights and Family Values Bill—popularly known as the anti-LGBTQ+ Bill—will be introduced for its first reading during the second session of the Ninth Parliament.
The legislation seeks to criminalise LGBTQ+ activities in Ghana, including their promotion, advocacy, and financial support.
Speaking at the opening of Parliament’s second meeting, Speaker Bagbin stated:
“Three private members’ bills—the Property Rights of Spouses Bill 2025, the Constitution of the Republic of Ghana Amendment Bill 2025, and the Human Sexual Rights and Family Values Bill 2025—have completed the necessary processes under the standing orders and are expected to be laid before the House for a first reading during this meeting.”
The bill previously passed through the Eighth Parliament but failed to become law after it was not signed by then-President Nana Akufo-Addo.
Its reintroduction is expected to reignite heated national and international debates surrounding human rights, constitutional freedoms, and traditional Ghanaian values.
As Parliament prepares to deliberate on the bill, it continues to be one of the most divisive and closely watched legislative issues in recent Ghanaian political discourse.
